Downtown Undergrounding Utilities and Seminole Streetscape Improvements - 2023

Work began in 2020 to develop plans to underground overhead utilities and streetscape Improvements in Downtown core.   Over the last three years, the City of Stuart and Community Redevelopment Agency (CRA) staff have worked to come to a shared vision with public input from downtown business owners and stakeholders.  

The project scope will address underground utilities on Seminole Street, Osceola Street, St Lucie Avenue and Colorado Avenue as depicted in the attached image; streetscape improvements on Seminole Street from St Lucie Avenue to Colorado Avenue; and milling, resurfacing, and striping on Flagler Avenue.     

A request for bid was advertised on June 20, 2023, and the proposals are due by August 2, 2023.  The CRA will review the proposals and recommend awarding the bid to a qualified contractor in August/September 2023.  Construction is expected to begin in October 2023.  We will coordinate with a contractor to provide the construction phase project timeline.  We understand that the work will go into the peak season so we will do our best to minimize disruptions to businesses.  All work is weather, material, and labor dependent.  

Throughout the project, the CRA will continue to provide an update on the progress via either mailed notice, email, or social media.    The undergrounding of utilities will increase reliability, specifically following storm events, as well as add aesthetic benefits to the downtown.  The underground conversion will be constructed in conjunction with the Seminole Streetscape Improvement project for efficiency.   The streetscape project will revitalize Seminole Street into a place where residents and visitors can stroll, shop, and dine.  It will create an attractive, inviting space with a clearly defined pedestrian area.
